Public Art Funded Through Capital Projects
Hennepin County recognizes that public art inspires citizens and contributes to civic pride. To further the acquisition of public art in Hennepin County Library building projects of $1 million or more, one percent (1%) of the project costs (defined herein as encompassing construction costs, architectural fees, and contingency) will be dedicated to the selection, purchase and installation of works of art. Public art for these projects will be selected through a process coordinated by the Library Foundation, the Library Board and Hennepin County Library Administration and will involve representatives of the community that the library serves. The Library Director will establish an Art Selection Panel to recommend the selection of public art funded through the Hennepin County Capital Budget, to be approved by the Library Board.
The Art Selection Panel will include up to two representatives appointed by these groups: Library Board, Library Foundation, Friends of the Library
Other Art Selection Panel members appointed by the Library Director may include representatives from the project architect team, arts community, local community and other members as appropriate.
Public Art Funded by Friends of the Library or the Library Foundation and Donated Art
Proposals to commission art for libraries by Friends of the Library or the Library Foundation are subject to a recommendation by the Library Director to the Library Board for approval of the project prior to commissioning. The decision to accept and utilize donated art in libraries is determined by the Library Board upon recommendation of the Library Director. The Library Director may utilize an Art Selection Panel in determining the response to proposals for commissioning and prospective donations of art. Donated public art becomes the property of Hennepin County Library, which has the authority on retention, location and disposition. Good faith effort will be made to keep donated art in the library intended by the donor. The Library does not provide appraisals of gifts or potential gifts of public art.
