REVENUE POLICY

The purpose of this policy is to guide the board and staff when considering existing, new or enhanced revenue sources, including fines and fees.

Values and Principles

  1. Hennepin County Library (HCL) serves the public good of all suburban County residents. The primary funding for library services comes from suburban Hennepin County property taxes.
  2. There is no charge to access or to obtain basic services.
  3. Fees for services that are beyond those stipulated as basic library service may be acceptable.
  4. Fine and fee rates are set at the level that is appropriate to their purpose:
    1. secure timely return of collection materials
    2. recover the cost of providing special services
  5. Local library staff allow exceptions to fine and fee schedules in cases of hardship, illness, and other individual circumstances.
  6. For profit enterprises entered into by the Library must meet any criteria established by Hennepin County or state statutes.

Fine and Fee Rates

Fine and fee rates are standard throughout the HCL system. Rates vary depending on:

  • the format of the material
  • the age-level classification of the material
  • characteristics of library patrons, such as disabilities, which may limit opportunities to borrow or return materials
  • profit/nonprofit status of groups using meeting rooms

Process

The Library Director reviews the fine and fees schedule every three years and may make recommendations for adjustments to the Library Board. The Director also determines the appropriateness of projects designed to generate new revenue. The Library Board evaluates recommendations from the Director and, if approved, forwards changes to the Board of County Commissioners for final disposition.
